If a moratorium on new construction were imposed tomorrow and new apartment buildings ceased to be built, new space would have to be found within the existing building stock to accommodate those who need to be housed. Would the people who already have a place make room for others, though? What would happen to the universal aspirations, negotiated rents, and collective ownership models that characterize welfare state housing?

Camp and collective, dystopia and utopia, Apartment for 1,855 People by Secretary is a drawing of Malmö. Beyond today’s austerity dogma, it dreams of an architecture that is more generous, more forgiving, and a little looser around the edges.

The large drawing uses original linework from plans from building permit drawings for the 939 flats approved by the City of Malmö’s City Planning Committee during 2022; all walls and stairs have been removed and the standardized furniture moved to visualize another present.

This work was produced for and shown in the exhibition “The Great Repair Moves North” at Form/Design Center in Malmö, a collaboration between ARCH+, Akademie der Künste Berlin, Department of Architecture ETH Zurich, Architects Sweden, and Form/Design.
